Notice of Preparation and Notice of Scoping Session on
Draft Environmental Impact Report
Contra Costa County has issued a Notice of Preparation and Notice of a Scoping Session for an Environmental Impact Report (EIR) to be prepared for the proposed North Richmond Specific Plan. The North Richmond Specific Plan will set policies and implementation measures for the transformation of an industrial area of North Richmond into an attractive, safe, healthy, and vibrant new neighborhood with residential, commercial, light industrial, public, park, and open space uses. The 254-acre site of the Specific Plan is bounded by the Richmond Parkway on the west, Union Pacific Railroad track on the east, San Pablo Creek on the north, and Wildcat Creek on the south. The Specific Plan calls for up to 2100 new residential units, 110,000 square feet of new retail commercial space, and 350,000 square feet of new light industrial/commercial service space. The Specific Plan also calls for significant new park and open space uses within the 254 acre site.
A scoping session for the EIR will be conducted by the County Zoning Administrator on Monday, April 19, 2010 at 3 P.M in the Ted Wotten Building, West County Wastewater District Treatment Plant, 2377 Garden Tract Road, Richmond, CA. Interested agencies, organizations, and individuals may submit oral and written comments at the 4/19/2010 scoping session pertaining to the scope of the EIR or to environmental concerns resulting from implementation of the proposed Specific Plan. Or, comments may be submitted directly to the Contra Costa County Department of Conservation and Development, 651 Pine Street, 4th Floor – North Wing, Martinez, CA 94553, and Attention: Patrick Roche, no later than Friday, April 30, 2010 at 5:00 P.M.
